Monsoon leaves NW and West India; East may see rain

The European Centre for Medium-Range Weather Forecasts has predicted that moderate to heavy rainfall will persist across East and North-East India, Peninsular India, and the West Coast throughout the week ending Sunday. As the monsoon withdraws from parts of Rajasthan, Gujarat, Punjab, and Haryana, the India Meteorological Department (IMD) notes that the monsoon trough has been replaced by a cyclonic circulation over north-central Uttar Pradesh and eastern regions. While the monsoon is retreating from the northwest, isolated heavy rainfall is expected in Himachal Pradesh and Uttar Pradesh. The IMD also suggests the potential formation of a low-pressure area over the Bay of Bengal, which could enhance rainfall in East and Central India. This weather activity is anticipated to continue into early October, coinciding with the transition to the North-East monsoon. sources

CBIC amends regulations for provisional assessment relief to traders

The Central Board of Indirect Taxes and Customs (CBIC) has announced regulatory changes aimed at streamlining the 'Finalisation of Provisional Assessment,' a move that experts believe will significantly benefit importers and exporters. Under the new rules, tax officials will request necessary documents from businesses within 14 days, allowing a two-month window for submission. The timeframe for concluding assessments has been extended to 14 months, with a provisional duty finalisation expected within three months of receiving documents. Manoj Mishra from Grant Thornton Bharat LLP highlighted that these amendments promise quicker access to working capital, reduced compliance costs, and improved supply chain predictability. Saurabh Agarwal from EY India emphasized the importance of timely assessments for unlocking capital tied in duties and guarantees, urging businesses to maintain thorough documentation. The success of these regulations hinges on effective collaboration between the tax administration and the industry, ensuring a balance between revenue protection and trade facilitation. sources

Indian tyre industry to reach ₹13,000 crore by 2047

The Indian tyre industry is projected to experience a remarkable 12-fold revenue increase to ₹13,000 crore by 2047, driven by robust demand from original equipment manufacturers (OEMs), replacement tyres, and a surge in vehicle exports, according to a report released by the Automotive Tyre Manufacturers Association (ATMA) and PwC India. The report, titled “Viksit Bharat 2047: Vision and roadmap for the Indian tyre industry,” anticipates a fourfold increase in production volume over the same period. Key growth factors include a shift in revenue mix, premiumisation, rising raw material costs, and the electrification of vehicles. To achieve this vision, PwC India has introduced a CHARGE framework focusing on customer relevance, quality standards, adaptability, and sustainability. While the industry faces challenges such as natural rubber availability and regulatory hurdles, strong sales in passenger and commercial vehicles, alongside innovative export strategies, are expected to bolster growth. sources

AP's urea reduction incentive gains attention

Andhra Pradesh Chief Minister N Chandrababu Naidu has introduced an innovative incentive scheme aimed at reducing urea consumption among farmers, offering ₹800 to those who forgo purchasing a ₹260 urea bag. This announcement comes amid a critical shortage of urea, a key fertiliser for paddy crops, which has caused distress in agricultural regions, including Andhra Pradesh. The state has faced political backlash for its inability to ensure adequate urea supply, prompting Naidu to leverage the PM-PRANAM scheme, which incentivises reduced chemical fertiliser usage. Agricultural experts have praised the initiative, noting that decreased urea consumption could lead to significant reductions in carbon emissions and the potential for farmers to earn carbon credits. However, some economists argue that the scheme should have been introduced earlier in the season to allow farmers to better plan their fertiliser application. sources

Retail chains must highlight discounts after GST changes, says Commerce Ministry

Starting September 22, coinciding with the first day of Navaratri, nearly 400 products, including soaps, cars, shampoos, tractors, and air conditioners, will see price reductions due to a significant overhaul of the Goods and Services Tax (GST) structure. The new GST rates will feature a 5% slab for essential goods and an 18% slab for other items, eliminating the previous 12% and 28% rates. The Department for Promotion of Industry and Internal Trade (DPIIT) has instructed retailers to prominently display and advertise these discounts, ensuring that the GST reductions are clearly reflected on receipts and bills. Retailers are encouraged to utilize various promotional channels, including posters and advertisements, to highlight the "Discount due to GST." Additionally, sales figures during this festive season will be monitored to assess the impact of the changes. Most daily food items will now fall under the 5% GST slab, with staples like bread, milk, and paneer being tax-free. sources

NDDB to establish 15 biogas plants across 6 states

Villages across India are set to benefit from a new initiative by the National Dairy Development Board (NDDB), which plans to establish 15 compressed biogas (CBG) plants at a cost of ₹750 crore in six states, including Gujarat, Goa, and Maharashtra. Each plant will require over 1,500 tonnes of cow dung daily and will produce purified biogas for vehicle fuel and thermal applications. NDDB has already partnered with various dairy cooperatives to facilitate this project, which is expected to generate significant amounts of biogas and organic slurry, enhancing soil health and reducing reliance on chemical fertilizers. The initiative marks a significant step towards sustainable rural development and waste management in India. sources
